AfterthewartheJapaneseGovernmentfirstofallmadeatwo-islandclaim(ShikotanandHabomai)andlaterafour-islandclaim(includingEtorofuandKunashiri).AsettlementthatwouldhavereturnedShikotanandHabomaitoJapanwasalmostachievedin1956,butwasfrustratedbyaUSintervention.Asaresult,nopeacetreatyhasyetbeensignedbetweenJapanandRussia(norwasitbetweenJapanandtheSovietUnion). DespitetheendingoftheColdWar,asettlementofthedisputecontinuestoproveelusive.SuccessiveJapanesegovernmentshaveheldoutforamaximalfour-islandreturnsolution,whilesuccessiveSovietandRussiangovernmentshavebeentoovulnerabletonationalistcriticismtoriskgivingupterritorybeyondwhatwouldbeinvolvedinatwo-islandreturnsolution. ThisterritorialdisputeisboundupwithfisheriesquestionsandwiththequestionofRussianaccesstothePacificthroughthestraitsbetweentheKurileislands.Populationontheislands,however,issparse,andtheislandshavelittleinthewayofnaturalresources.Thedisputeshouldberegardedasanextremeexampleofaterritorialissuewherenationalprideonbothsideshasbeenallowedtoprevailovereconomicandpoliticalrationalityaswellascommonsense. 详情
