TheDoctorrefusesArbitan'srequest,butisunabletoaccesstheTARDISduetoaforcefieldArbitanplacesaroundtheship.AndsotheDoctorandhiscompanionsarecoercedtoaidArbitan.Asthefourteleportawayfromthetowerusingthetraveldials,ArbitanisattackedandstabbedtodeathbyaVoordthathassecretlygainedaccesstothetower. OncetheBrainsrealizeBarbarahasseenthetruthandisthusimpervioustotheirhypnoticcontrol,theyorderthatshebekilled.Barbaraescapesandhidesinthecity,theremakingcontactwiththeslavegirlSabetha,whohasbeenblamedforBarbara'sawakeningandsentencedtodeath.BarbaradeducesSabethaisArbitan’smissingdaughter,andseesSabethawearsoneoftheKeysaboutherneck.BarbarahelpsbreakSabetha'sconditioning,andtogethertheyescapeanddestroythejarsandequipmentprotectingtheBrains.Withtheirlife-supportruined,theBrainsdie,andallthehumansubjectsofthecityarefreed.AnotherslavecalledAltosremembershetoowassenttoMorphotonbyArbitan,andheandSabethadecidetojointheDoctorandhisfriendsontheirquest.Thesixnowsplitup,withtheDoctorgoingaheadtofindthefinalkeyintheCityofMillennius,whiletheothersattempttofindthesecondkeyinthenextdestination. IanandBarbaranowteleporttoanicywastelandwheretheymeettheduplicitoustrapperVasor,whostealstheirKeysandsendsIanbackintothewastelandswherehehopeshewillbeeatenbypacksofwolves.InthewastesIanfindsAltos,boundandabandoned,andworksoutVasoristoblame.IanandAltosreturntothetrapper’shutandconfronthim,forcingthewickedmantorevealthestolenKeysinhispossessionandtotakethemtotheicecaveswherehehadearlierabandonedSabethaandSusan.ThetwogirlshavemeanwhilesearchedtheicycavesthemselvesanduncoveredmechanizedIceSoldiers.ThetravellersaresoonreunitedandfindthenextKeyfrozeninablockofice.TheiractinremovingitrevivestheIceSoldiers,whobeginaviciousrampage.Theyfleebacktothetrappers'cottageandretrievetheirstolendials,gettingreadytoescape.VasortakesSusanhostageanddemandsthattheystay.AnIceSoldierstabshimdownfrombehindandtheyescape. WhenthetravellersreachthenextlocationIanfindshimselfaccusedofthemurderofEprin,afriendofAltos,whohaddiscoveredthekeyshortlybeforehisdeath.TheKeyhasnowdisappearedandIanisaccusedoftheftandEprin’smurder.ThepunishmentwillbedeathifhefoundguiltybeforethecourtofMillennius.TheothertravellersarereunitedinadvanceofIan’strial,atwhichtheDoctortakesontheroleofdefencecounsel.HesucceedsinpostponingthetrialfortwodayswhilehegathersevidenceandusesthistimetoworkoutwhatreallyhappenedtoEprin.Heworksoutthatthereliefguard,Aydan,isimplicatedinthemurder,butAydantooismurderedduringthecourseofthetrialbeforehecanrevealthetruthoftheplot.ThingstakeaturnfortheworsewhenSusaniskidnappedandusedasahostagetotryandpersuadetheDoctornottoinvestigatethecrimesanyfurther.ThekidnapperisKala,Aydan’swidow,whoisinleaguewithEyesen,theCourtProsecutor,whohassucceededinpersuadingtheThreeJudgesofMillenniumtofindIanguiltyofEprin’smurder.Luckily,theothersfindSusanboundandgaggedinKala'sousebeforeKalacankillher,likeshedidtoherownhusband,andtheplotisuncovered.Tarron,theChiefInvestigatoroftheCity,isnowalsopersuadedofKala’sguiltbuttheymuststilluncoverheraccomplicetoproveIandidnotkillEprin.TheDoctorhelpsunmaskEyesenanduncoverthelastKey,whichhadbeenhiddeninthemurderweapon,andIanisfreed.
