Fivedaysfromnow,theworldwillwitnessthevitalityofAmericandemocracy.Inatraditiondatingbacktoourfounding,thepresidencywillpasstoasuccessorchosenbyyou,theAmericanpeople.StandingonthestepsoftheCapitolwillbeamanwhosehistoryreflectstheenduringpromiseofourland.Thisisamomentofhopeandprideforourwholenation.AndIjoinallAmericansinofferingbestwishestoPresident-ElectObama,hiswifeMichelle,andtheirtwobeautifulgirls. TonightIamfilledwithgratitude—toVicePresidentCheneyandmembersofmyadministration;toLaura,whobroughtjoytothishouseandlovetomylife;toourwonderfuldaughters,BarbaraandJenna;tomyparents,whoseexampleshaveprovidedstrengthforalifetime.Andaboveall,IthanktheAmericanpeopleforthetrustyouhavegivenme.Ithankyoufortheprayersthathaveliftedmyspirits.AndIthankyouforthecountlessactsofcourage,generosity,andgracethatIhavewitnessedthesepasteightyears. Thisevening,mythoughtsreturntothefirstnightIaddressedyoufromthishouse—Septemberthe11th,2001.Thatmorning,terroriststooknearly3,000livesintheworstattackonAmericasincePearlHarbor.IrememberstandingintherubbleoftheWorldTradeCenterthreedayslater,surroundedbyrescuerswhohadbeenworkingaroundtheclock.Iremembertalkingtobravesoulswhochargedthroughsmoke-filledcorridorsatthePentagon,andtohusbandsandwiveswhoselovedonesbecameheroesaboardFlight93.IrememberArleneHoward,whogavemeherfallenson’spoliceshieldasareminderofallthatwaslost.AndIstillcarryhisbadge. Astheyearspassed,mostAmericanswereabletoreturntolifemuchasithadbeenbefore9/11.ButIneverdid.Everymorning,Ireceivedabriefingonthethreatstoournation.Ivowedtodoeverythinginmypowertokeepussafe. Overthepastsevenyears,anewDepartmentofHomelandSecurityhasbeencreated.Themilitary,theintelligencecommunity,andtheFBIhavebeentransformed.Ournationisequippedwithnewtoolstomonitortheterrorists’movements,freezetheirfinances,andbreakuptheirplots.Andwithstrongalliesatourside,wehavetakenthefighttotheterroristsandthosewhosupportthem.AfghanistanhasgonefromanationwheretheTalibanharboredalQaedaandstonedwomeninthestreetstoayoungdemocracythatisfightingterrorandencouraginggirlstogotoschool.IraqhasgonefromabrutaldictatorshipandaswornenemyofAmericatoanArabdemocracyattheheartoftheMiddleEastandafriendoftheUnitedStates. Thereislegitimatedebateaboutmanyofthesedecisions.Buttherecanbelittledebateabouttheresults.Americahasgonemorethansevenyearswithoutanotherterroristattackonoursoil.Thisisatributetothosewhotoilnightanddaytokeepussafe—lawenforcementofficers,intelligenceanalysts,homelandsecurityanddiplomaticpersonnel,andthemenandwomenoftheUnitedStatesArmedForces. Ournationisblessedtohavecitizenswhovolunteertodefendusinthistimeofdanger.Ihavecherishedmeetingtheseselflesspatriotsandtheirfamilies.AndAmericaowesyouadebtofgratitude.Andtoallourmenandwomeninuniformlisteningtonight:TherehasbeennohigherhonorthanservingasyourCommander-in-Chief. Thebattleswagedbyourtroopsarepartofabroaderstrugglebetweentwodramaticallydifferentsystems.Underone,asmallbandoffanaticsdemandstotalobediencetoanoppressiveideology,condemnswomentosubservience,andmarksunbelieversformurder.TheothersystemisbasedontheconvictionthatfreedomistheuniversalgiftofAlmightyGod,andthatlibertyandjusticelightthepathtopeace. Thisisthebeliefthatgavebirthtoournation.Andinthelongrun,advancingthisbeliefistheonlypracticalwaytoprotectourcitizens.Whenpeopleliveinfreedom,theydonotwillinglychooseleaderswhopursuecampaignsofterror.Whenpeoplehavehopeinthefuture,theywillnotcedetheirlivestoviolenceandextremism.Soaroundtheworld,Americaispromotinghumanliberty,humanrights,andhumandignity.We’restandingwithdissidentsandyoungdemocracies,providingAIDSmedicinetodyingpatients—tobringdyingpatientsbacktolife,andsparingmothersandbabiesfrommalaria.Andthisgreatrepublicbornaloneinlibertyisleadingtheworldtowardanewagewhenfreedombelongstoallnations. Foreightyears,we’vealsostrivedtoexpandopportunityandhopehereathome.Acrossourcountry,studentsarerisingtomeethigherstandardsinpublicschools.AnewMedicareprescriptiondrugbenefitisbringingpeaceofmindtoseniorsandthedisabled.Everytaxpayerpayslowerincometaxes.Theaddictedandsufferingarefindingnewhopethroughfaith-basedprograms.Vulnerablehumanlifeisbetterprotected.Fundingforourveteranshasnearlydoubled.America’sairandwaterandlandsaremeasurablycleaner.AndthefederalbenchincludeswisenewmemberslikeJusticeSamAlitoandChiefJusticeJohnRoberts. Whenchallengestoourprosperityemerged,werosetomeetthem.Facingtheprospectofafinancialcollapse,wetookdecisivemeasurestosafeguardoureconomy.Theseareverytoughtimesforhardworkingfamilies,butthetollwouldbefarworseifwehadnotacted.AllAmericansareinthistogether.Andtogether,withdeterminationandhardwork,wewillrestoreoureconomytothepathofgrowth.WewillshowtheworldonceagaintheresilienceofAmerica’sfreeenterprisesystem. Likeallwhohaveheldthisofficebeforeme,Ihaveexperiencedsetbacks.TherearethingsIwoulddodifferentlyifgiventhechance.YetI’vealwaysactedwiththebestinterestsofourcountryinmind.IhavefollowedmyconscienceanddonewhatIthoughtwasright.YoumaynotagreewithsomeofthetoughdecisionsIhavemade.ButIhopeyoucanagreethatIwaswillingtomakethetoughdecisions. Thedecadesaheadwillbringmorehardchoicesforourcountry,andtherearesomeguidingprinciplesthatshouldshapeourcourse. Whileournationissaferthanitwassevenyearsago,thegravestthreattoourpeopleremainsanotherterroristattack.Ourenemiesarepatient,anddeterminedtostrikeagain.Americadidnothingtoseekordeservethisconflict.Butwehavebeengivensolemnresponsibilities,andwemustmeetthem.Wemustresistcomplacency.Wemustkeepourresolve.Andwemustneverletdownourguard. Atthesametime,wemustcontinuetoengagetheworldwithconfidenceandclearpurpose.Inthefaceofthreatsfromabroad,itcanbetemptingtoseekcomfortbyturninginward.Butwemustrejectisolationismanditscompanion,protectionism.Retreatingbehindourborderswouldonlyinvitedanger.Inthe21stcentury,securityandprosperityathomedependontheexpansionoflibertyabroad.IfAmericadoesnotleadthecauseoffreedom,thatcausewillnotbeled. Asweaddressthesechallenges—andotherswecannotforeseetonight—Americamustmaintainourmoralclarity.I’veoftenspokentoyouaboutgoodandevil,andthishasmadesomeuncomfortable.Butgoodandevilarepresentinthisworld,andbetweenthetwoofthemtherecanbenocompromise.Murderingtheinnocenttoadvanceanideologyiswrongeverytime,everywhere.Freeingpeoplefromoppressionanddespairiseternallyright.Thisnationmustcontinuetospeakoutforjusticeandtruth.Wemustalwaysbewillingtoactintheirdefense—andtoadvancethecauseofpeace. PresidentThomasJeffersononcewrote,“Ilikethedreamsofthefuturebetterthanthehistoryofthepast.”AsIleavethehouseheoccupiedtwocenturiesago,Isharethatoptimism.Americaisayoungcountry,fullofvitality,constantlygrowingandrenewingitself.Andeveninthetoughesttimes,weliftoureyestothebroadhorizonahead. IhaveconfidenceinthepromiseofAmericabecauseIknowthecharacterofourpeople.Thisisanationthatinspiresimmigrantstoriskeverythingforthedreamoffreedom.Thisisanationwherecitizensshowcalmintimesofdanger,andcompassioninthefaceofsuffering.WeseeexamplesofAmerica’scharacterallaroundus.AndLauraandIhaveinvitedsomeofthemtojoinusintheWhiteHousethisevening. WeseeAmerica’scharacterinDr.TonyRecasner,aprincipalwhoopenedanewcharterschoolfromtheruinsofHurricaneKatrina.WeseeitinJulioMedina,aformerinmatewholeadsafaith-basedprogramtohelpprisonersreturningtosociety.We’veseenitinStaffSergeantAubreyMcDade,whochargedintoanambushinIraqandrescuedthreeofhisfellowMarines. WeseeAmerica’scharacterinBillKrissoff—asurgeonfromCalifornia.Hisson,Nathan—aMarine—gavehislifeinIraq.WhenImetDr.Krissoffandhisfamily,hedeliveredsomesurprisingnews:HetoldmehewantedtojointheNavyMedicalCorpsinhonorofhisson.Thisgoodmanwas60yearsold—18yearsabovetheagelimit.Buthispetitionforawaiverwasgranted,andforthepastyearhehastrainedinbattlefieldmedicine.LieutenantCommanderKrissoffcouldnotbeheretonight,becausehewillsoondeploytoIraq,wherehewillhelpsaveAmerica’swoundedwarriors—andupholdthelegacyofhisfallenson. Incitizenslikethese,weseethebestofourcountry-resilientandhopeful,caringandstrong.ThesevirtuesgivemeanunshakablefaithinAmerica.Wehavefaceddangerandtrial,andthere’smoreahead.Butwiththecourageofourpeopleandconfidenceinourideals,thisgreatnationwillnevertire,neverfalter,andneverfail. IthasbeentheprivilegeofalifetimetoserveasyourPresident.Therehavebeengooddaysandtoughdays.ButeverydayIhavebeeninspiredbythegreatnessofourcountry,andupliftedbythegoodnessofourpeople.Ihavebeenblessedtorepresentthisnationwelove.AndIwillalwaysbehonoredtocarryatitlethatmeansmoretomethananyother-citizenoftheUnitedStatesofAmerica.
